I understand what you're asking about but I'm not aware of any "standard power plant systems hierarchy template" that you could use to build your CMMS systems MEL.  Unless your power plant is of a very standardized construction, I don't think you'll find anything matching what you're asking for.  By design.  I've never seen any two power plants that were built exactly "cookie cutter" identical unless they're small government pre-fab projects for field deployment such as for military applications. 

There's no getting around the fact, in my experience and opinion, that the best (and really only) way to build your CMMS hierarchy correctly and completely for your power plant (which I assume does not conform to a known standardized design) is to open all your P&ID's, and start to systematically identify the Units, Systems, Process Areas, Subsystems, and so on down through the hierarchal layers;  ISO-14224 is a great standard for CMMS hierarchal designs.  But, by design, its structure overall is "open" so that it can be customized for each users application, such as you and your power plant.

First question I would ask is:  What do you define as a "System"?  Where are the process boundaries drawn for your "System"?

The P&ID-driven hierarchy builds in CMMS can be very tedious, time-consuming and frustrating. (Several years ago I was on a team for a large Oil & Gas client project that included walk down and building a fully compliant ISO-14224 CMMS hierarchy for a refinery with over 140,000 assets. A large number of man-hours were required to accomplish that task so, I hope you have some help with your job here.)  

I'm guessing that you already anticipate this and I bet that is the impetus for your seeking a "template" in your question above.  Even if you could find such a template that you "think" is close enough to your own plant to use, you might be able to accurately identify your major "Systems" well enough but, later when delving into the lower hierarchy levels that are the children of these parents, you'll very likely miss some details such as instrumentation. 

I wouldn't trust anybodys "template" to design my power plant CMMS records around, to answer your question directly.

 I would agree with you, this is my second maybe third system to organize and ISO and P&ID are "it". The Uniformat II is asset based hierarchy and not system based( which we want). I was just hoping one last time before moving on to the task at hand for additional clarity. The P&ID are system based and really should be the guiding point, except some plant worker still want to call it "thing" and not the P&ID name.
