Urgent Priority Manhour Spent

Could you sharing me how to proper calculation for urgent manhour spent indicator:

Currently, I have 2 reporting while different data calculate.

First one use only manhour spent for corrective urgent priority devide by total corrective manhour spent in a month (Target < 10%)

Second last use manhour spent for corrective urgent priority devide by total corrective and preventive manhour spent in a month. (Target < 5%)

Which one is correct? and the appropiate target should be set?

Isn't it better to cal based on the total manhours of the maintainance technicians?

Thank you for sharing me.....I use this total man-hour of maitnenance staff for calculate every KPIs that related to manhour.
